In July 2012, at the Council of the Federation meeting in Canada, the Provincial and Territorial Health Ministers were mandated by the Premiers to work with their respective clinical communities and health officials to adopt the RNAO guidelines for the Assessment and Management of Foot Ulcers for People With Diabetes.

Health PEI Skin and Wound Steering committee containing multidisciplinary stakeholders developed a business plan to put into effect the guidelines but since the funding was not available, a phased approach was developed beginning with the pilot in January 2015.

The Provincial foot screening program was developed and teaching for health care professionals was undertaken island wide from Jan 2016 to Jan 2017. The goal of the screening program was to identify and communicate risk levels of people with diabetes, educate and reinforce diabetes self-care knowledge and behaviour, refer to diabetes education/care resources and documentation of risk assessment, interventions and referrals.
